The Título de Eleitor is the document that proves a Brazilian citizen's registration in the electoral register, enabling them to vote in elections. It is issued by the Electoral Justice (TSE) and has a unique number with 13 digits. The first 8 digits are the sequential registration number, the next 3 identify the state, and the last 2 are check digits. The Voter ID is required to vote, hold public office, and obtain a passport.
The first 8 digits are randomly generated as the sequential number. Digits 9 and 10 represent the state code, ranging from 01 (SP) to 28 (DF). The first check digit is calculated with weights 2, 3, 4, 5, 6, 7, 8, and 9 over the first 8 digits. The second check digit uses weights 7, 8, and 9 over the state digits and the first verifier. States SP and MG have special treatment for remainder 0.
